Friends, the havoc played by global warming is quite visible. It is bringing erratic changes in climate, making glaciers to melt at a higher speed – thus creating dangers of more floods, bringing Tsunami and so on.. Last year the temperature of some cities went up to 47 degrees C and in the coming years it is expected to rise further. We have to think as to what kind of climate or more importantly, what kind of planet we are going to leave for our children and grandchildren.
We have all read very fondly a story in our school days. The story of a person who finds a goose which lays one golden egg every day thus making him rich every day surely but slowly. Then he becomes greedy and kills the goose in the hope of taking out all the golden eggs in one go so as to become very rich instantly. But when he cuts the stomach of the geese, there were no eggs.
We all enjoyed reading about the fate of that foolhardy person and said "well -- he deserved the result of his greed." Are we not in the race of committing the same cardinal mistake today?
Let us look at the ways we are irreparably destroying our environment only to achieve "accelerated growth". Wanton unplanned urbanization which results necessarily from putting agriculture on back foot and heavily promoting industry in preference to agriculture, also leads to excessive fuel consumption for which we are exploiting the subsoil fuel reserves at a faster and still faster rate. For supporting city life we are destroying our green cover. Worse we are cutting and killing our hills, thus destroying an ecosystem which sustains the long-living trees that are required for balancing the seasons and bring timely rains. The silt flowing from these cut-hills will submerge all the river valley life-cycles in coming years. So it is not just the melting of glaciers we are facing but vanishing of our hills to. And I have not yet mentioned the amount of trapped carbon dioxide released by the virgin soils that are coming up-surface from these devastated hills.
We have all been taught in last 300 years after industrial revolution that growth of industrial sector is a measure of development. Consumption of energy per capita is the measure of development. Possessing more and more arsenals is a sign of strength. We have accepted these premises and do not question them. We do not ask what will be the final outcome of this wanton "greed for golden eggs". We have industrial effluents spoiling our water sources in the name of higher production -- higher GDP. But the result is snatching away and depleting natural resources from poor whose consumption requirements were lower by those people whose "industrial sustainability" depends on accelerated consumption besides leading necessarily to wastage, which is justified in the name of value addition. To give an example just look at this picture which we have forgotten with our current life-style. The picture is that a milled cloth takes about 80 liters of water for production of 1 meter of cloth while a handspun-handloom cloth does not need water at all. This is not to say that we do not need industrial large scale production but only to suggest thatif there is another technically available alternative then allowing both to coexist may be a good developmental model which we should always be open to try.
coming back to the question of jatropha and biodiesel it has been said many time that this is a green fuel and giving subsidy for it so that a good industry grows around it is a very worthwhile proposition. Govt of India in their royal style of more and more subdivision of business and work among ministers has come to a stage where any decision on promotion of green diesel cannot be taken without several departments consenting. We have ministry of petroleum, agriculture, rural development, industry, sc and technology, environment and finance which are the necessarily involved ministries and thee is no mechanism under which they can have continuous dialogue till the whole issue is discussed threadbare and a solution is obtained. The ministry of agriculture has to decide on plantation and seed collection policies as well as support price for the seeds. Agricultural research is needed in many areas. Industrial set up is necessary for ensuring oil extraction and trans-esterification. This further requires a proper policy for industrial incentives, tax moratorium and ensuring continuous supply chain as well as market chain. There will be issues of sales tax, octroi too. In absence of a proper market chain, there will be batch-wise production of green diesel which will be unnecessarily costlier and economically unviable. If CDM benefits are to be obtained, support of ministry of environment is also a must.
I am reminded that once a mail was received by a producer of biodiesel who had just then converted his otherwise idle machinery into an trans-esterification plant and had produced and stored about 4000 tonnes of biodiesel. When he received a query for a ship-full of biodiesel he claimed inability. This was an occasion for setting up a production-cum-coordination program. For this a SPV must be created with the lead of petroleum ministry. As a first step the ministry took the lead for declaring a purchase policy but it was not sustained. The committee of ministers has not met on the issue for a long time, largely because the govt has no coordination mechanism at the level of secretaries.
From bio-diesel let us look at a slightly different picture namely the bio-fuel. Indeed before the discovery of crude oil and the invention of current electricity the human race was using bio-fuel namely wood. But we are talking of a much more efficient and cleaner use of wood as a fuel. We are talking of burning finely-cut wood pieces in low-oxygen environment and the hot gases so generated to be used along with diesel in a diesel engine to generate electricity which can be used at source to pump water or to provide street lighting. Depending on scale their can be many more such uses the whole idea being to use the fuel wood much more efficiently. The babool tree which is all-too well-known is very suitable for this purpose.
All this is not to say that we do not need bulk production, or that we do not need big industries. All I am trying to impress is that unless we are going for massive decentralization and encouraging the use of energy at the source itself, we are wasting too much as transport losses which we cannot afford any more. Hence all methods of decentralized energy production must be examined, encouraged and put in practice, so as to maintain or improve our energy-availability pattern and yet prevent the damage to environment. आरे म्हटलं की दूध आठवतं. आरे परिसरातील गोठे आणि तबेल्यांत १६ हजार दुभती जनावरं आहेत. या जनावरांच्या शेणाची विल्हेवाट कशी लावायची, हा आजवर आरे प्रशासनासाठी तापदायक ठरलेला विषय. आता या शेणापासून वीजनिमिर्तीच्या विषयावर महाराष्ट्र ऊर्जा विकास मंडळ गंभीरपणे विचार करतंय. हा प्रकल्प प्रत्यक्षात आला तर १ केव्ही विजेची निमिर्ती शक्य होणार आहे. हे प्रमाण फार नसलं, तरी लोडशेडिंगच्या संकटामुळे हवालदिल झालेल्या महाराष्ट्राला हा 'तिनके का सहारा'ही मोलाचा आहे.

आरे परिसरात दुभत्या जनावरांपासून रोज निर्माण होणाऱ्या सुमारे दीड हजार टन शेणापासून बायोगॅस निमिर्ती करण्याचा प्रकल्प काही वर्षांपूवीर् सुरू करण्यात आला होता. परंतु हा प्रयोग साफ फसला. त्यामुळे शेणापासून वीजनिमिर्तीचा प्रकल्प राबवण्यापूवीर् पुरेसा होमवर्क करण्यात येत आहे. आरेच्या मुख्य कार्यकारी अधिकारी अरुंधती शेलटकर यांच्यासह सुमारे १५ अधिकाऱ्यांच्या पथकानं नुकतीच पुण्यातल्या 'महाराष्ट्र एनजीर् डेव्हलपमेंट ऑथॉरिटी'ला ('मेडा) भेट देऊन अपारंपरिक ऊजास्त्रोतांबद्दल माहिती घेतली. त्यानंतर पंजाब ऊर्जा विकास मंडळाने लुधियाणा येथे विकसित केलेला शेणापासून वीजनिमिर्तीचा प्रकल्प पाहून त्याचाही अभ्यास केला. हा प्रकल्प आरे परिसरात राबवताना तो आतबट्ट्याचा ठरणार नाही, यादृष्टीने प्रयत्न सुरू आहेत.

आरेतले शेण सध्या निविदा मागवून विकलं जातं. परंतु ते विकण्यापूवीर् ठेवायचं कुठे, ही एक समस्या आहे. कधी कधी इथल्या खेळण्याच्या मैदानावर हे शेण टाकण्यात येतं. या शेणापासून वीजनिमिर्ती करायची असली, तरी आम्ही अन्य पर्यायांबाबतही चाचपणी करत आहोत, अशी माहिती दुग्धविभागाच्या प्रधान सचिव लीना मेहेंदळे यांनी दिली. त्या म्हणाल्या पंजाबातील शेणापासून ऊर्जानिमिर्तीच्या प्रकल्पासाठी केंद सरकारनं शंभर टक्के अनुदान दिलंय. आरेत असा प्रकल्प उभारायचा, तर अनुदानाची आवशकता लागेलच. कानपूरमध्ये बायोगॅसपासून सीएनजी बनवण्याचा प्रयोग यशस्वी झालाय, तोही आरेमध्ये राबवायला हरकत नाही. पण त्या आधी तो आथिर्कदृष्ट्या परवडणारा आहे का, याचा विचार व्हायला हवा. स्वीडनमध्ये अवघ्या सहा महिन्यापूवीर् बायोगॅसचा वापर करून ट्रेन चालवण्यात आली. असे अनेक पर्याय उपलब्ध आहेत. त्या सर्वांचा विचार करून त्यातला फायदेशीर पर्याय निवडायला हवा. आरेच्या शेणाचा प्रश्ान् अशाप्रकारे मागीर् लागल्यास मुंबईतल्या शेकडो तबल्यांमध्ये निर्माण होणाऱ्या शेणाचा प्रश्ान्ही सुटू शकेल. यातलं बरंच शेण नाल्यातून वाहून जातं. नाले तुंबून पावसाळयात मंंुबई पाण्याखाली जाते, त्याचं हे देखील एक महत्वाचे कारण आहे.

THE Petroleum Secretary, Mr S.C. Tripathi, today said that the Petroleum Ministry would like the oil marketing companies (OMCs) to increase the price offered by them to purchase bio-diesel from entrepreneurs for blending with diesel. At a recent meeting with the Ministry, the marketing heads of the OMCs, which have offered to set up 20 depots across the country, have offered a price of Rs 23 per litre.

"While the OMCs have suggested a price of Rs 23 per litre for bio-diesel, we are recommending Rs 25 per litre to provide an incentive to entrepreneurs," he said.

Of these 20 depots, 10 are to be set up by IOC and five each by BPCL and HPCL.

The Secretary also indicated that the Oil Industry Development Board (OIDB) could offer to share 50 per cent of the funds for the projects to be set up by the OMCs.

Speaking at the launch of the Bio-diesel Credit Bank of Petroleum Conservation Research Association (PCRA), the Secretary said that to meet India's oil demand, which is expected to touch 274 million tonnes by 2005, there is a need to tap other sources of energy.

The use of bio-diesel, produced from non-edible oilseeds such as jatropha, for blending with diesel, produced from crude oil, is expected to bring down the volume of imports at a time when global oil prices have touched $66 per barrel.

Diesel usage constitutes over 40 per cent of India's annual consumption of about 120 million tonnes of crude oil, over 70 per cent of which is imported.

Further, to ensure quality procurement, the OMCs will set up laboratories alongside the collection centres to test the quality of bio-diesel being supplied.

Outlining the advantages of setting up the Bio-diesel Credit Bank, the Secretary said that it would provide all relevant information - right from people engaged in the cultivation of non-edible oil seeds to those engaged in collection and processing of bio-diesel to the desired quality of bio-diesel.

Speaking at the function, Dr Kirit S. Parikh, said that once the Bio-diesel Credit Bank is equipped with the desired information, PCRA could submit a clean development mechanism project under the Kyoto Protocol to earn certified emission reduction units (CERs).

These CERs can be traded in exchange for money, which ultimately would be shared by the account holders.

I recently visited Mr Karve of ARTI in pune. They have developed a
technique for low oxygen burning of bio mass to get coal powder which
they convert into KANDI. Any interest?

utilization of Bio-Gas from solid waste -- needs editing

Concept Note

This concept note is to discuss some technicalities and implementation problems in respect of utilization of Bio-Gas generated from solid waste.

Background :- As per the provisions of Solid Waste Management Act, 2000, it is binding on the Municipal Authorities to make necessary arrangements for proper scientific disposal of the solid waste generated and collected in the Municipal area. Bio digestion is one available technique in such disposal. BARC and some other institutions have been working on various aspects involved in the construction of a proper size digester. Today’s picture in Maharashtra is that BARC has experimented at 49 sites throughout Maharashtra and out of these 49 sites on 18 sites captive consumption of the Bio-Gas so generated was made possible either for domestic kitchen or else. (e.g. Ashram Shala of Rahata Municipality or for pumping operations etc.). However on 31 sites no such consumption of Bio-Gas has been worked out and the biogas is flared up. Total estimated amount of flared gas would be 180 Kg/per day.

Thus Bio-Gas is being burnt at the production sites itself. This is a huge wastage of costly fuel. It also creates continuous high temperature and heat in surrounding region which leads to high level of environmental pollution.

Technological possibilities - There are 3 possible solutions to above said problem out of which first two require technological intervention-
A. Generation of Electricity
B. Ballooning the gas and selling it at a different location
C. Creating opportunities for local (in-situ) consumption of the gas.
A. Generation of Electricity – Generation of electricity from Bio Gas is a cost effective and clean process. However if the electricity so generated has to be transmitted for the purpose of putting it into remotely located grid then the cost involved is high. Although estimates are available to predict as to how much power will be generated at each place of gas production, not much study has been done to estimate the cost of transmitting this power to the nearest Grid. This will vary from location to location. It is necessary to give the responsibility of this study to some dedicated agency working in this field. Alternatively if the power so generated can find some local captive use for domestic or commercial operations e.g. for lighting at the Kachara Dumping Site or pumping, then the cost economies will remain viable, but still needs to be studied. Data collection is recommended for this.

B. Ballooning the gas – Special rubber balloons are available in which bio-gas can be filled without too much technical difficulty. The balloon material is not yet leak-proof for methane gas. Normally the entire gas can leak out in 70-80 hours. Leakage of this methane gas is harmful to the environment. If the gas can be utilised quickly in 4-6 hours then the damage due to leakage is negligible. Such a quick consumption of the balloon gas is possible in hotel etc. However, it will involve some initial experimentation regarding the proper mode of transportation and proper mode of storage at the place of utilisation. Perhaps some platform may have to be erected at the site of utilisation as well as on the transportation vehicle so that the balloon remains safely anchored. The gas filled balloons can also be utilised by farmers needing pumping of water.
In both these situations the concern Municipal authorities will need to give permissions for utilisation of Bio gas by such outsider agencies which undertakes to balloon the gas and find customers and market for the gas. Municipal authorities will also have to take precautions for ensuring the proper care during transportation and actual utilisation of the gas within 4 to 6 hours.
